The position of the International Festival of Festivals "BE!"

Animated film competition "BE! Cartoon" 2024

1. Terms and definitions

1.1. The brand (Festival "BE!") is a festival of festivals, which includes the winter film festival "BE!" and the summer – animated and animated films "BE! Cartoon".

1.2. The organizer (Organizer of the Festival) is IP Honda IN

1.3. The Festival is a competition of works in the field of animation art in order to identify the brightest participants among the contenders for victory, conducted by the Organizer of the Festival.

1.4. The applicant is an individual, a creative team or a legal entity that has submitted an application for participation in the Festival in accordance with these Regulations. An application for participation in the festival competition means consent to join this Regulation without any exceptions.

2. The subject and purpose of the Competition.

2.1. The purpose of the Competition is to promote animated works by young and professional authors.

2.2. The purpose of the Competition:


— Determination of the best works in the field of animation among those submitted to the Festival Competition;

— Strengthening cultural ties between representatives of different countries and Russia.

3. Participants of the Competition

3.1. The competition is open to all: individuals and organizations (creative teams).

3.2. To participate in the Competition, you must contact the Organizing Committee of the Festival or apply through international festival venues.

3.3. The participant of the Competition is the Applicant, whose work was submitted to the Organizing Committee, passed the preliminary selection and was included in the competition program.

3.4. An additional fee is charged for the work – the registration fee.

3.5. The Applicant, in accordance with Article 9 of Federal Law No. 152-FZ dated 07/27/2006 "On Personal Data", gives the Organizer consent to the processing of personal data contained in the application for participation in the Competition, that is, to perform actions provided for in paragraph 9 of Federal Law No. 152-FZ dated 07/27/2006 "On Personal Data". 3 of Article 3 of Federal Law No. 152-FZ dated 07/27/2006 "On Personal Data". Personal data is processed within the framework of the Competition and is used to identify the winners. This agreement is valid from the moment of submitting an application for participation in the Competition and until the date of withdrawal of consent submitted in writing.

4. Organization and issues of the Competition.

4.1. The competition includes two stages: pre-selection and a jury meeting.

4.2. All questions related to the selection of films for the Competition are accepted by e-mail: buddyfilmfestival@gmail.com

4.3. Information about the pre-selected projects is available on the official website of the Festival www.buddyfilmfestival.com in the "Program" section.

4.4. The preliminary selection of works is carried out by the Organizers in accordance with the requirements for the work.

4.5. Acceptance of works will be carried out from March 08, 2024 to August 01, 2024. Participation is not guaranteed for works submitted after the specified deadline.

4.6. The list of films participating in the Competition will be published on August 15, 2024 or later.

4.7. The competition is held according to the nominations:

— "Student Animation" (international competition of young animation – works by beginners, students and graduates of film schools);

— "Debut Animation" (the main international competition of animated short films).

— "Short Films" (the main international competition of animated short films).

— "Feature Films" l) (the main international competition of animated short films).

4.8. The participants themselves determine the nomination for each work that they send to the Competition. As part of the pre-selection, the Organizers reserve the right to transfer the work to another nomination.

4.9. A participant can submit no more than four (4) works to the festival, of which he can determine no more than two (2) in one nomination.

4.10. Films submitted to the Festival, but not included in the Competition Program, may be included in the non-competitive program of the Official Selection and will be shown at the Festival.

5. Copyright and related rights

5.1. The Participant of the Competition grants the Festival a gratuitous non-exclusive license for the following use of the submitted works (including the audiovisual work as a whole, its parts, frames and characters) without special approval:

— Public screening at the Animated Film Festival "BE! Cartoon" (August 22-25, 2024);
— The use of parts of the work in the promotional video of the Festival, in a documentary about the Festival, in television reports about the Festival and in other audiovisual products aimed at spreading information about the Festival;

— Printing of frames and characters in the promotional materials of the Festival;

— Russian translation with subtitles and/or dubbing.

5.2. The Participant grants the Festival non-exclusive rights to all information about the submitted work (title, authors, biographical information about the creators, year of creation, description, etc.), with the possibility of using any of the methods provided by the Organizer. current legislation, including by including it in electronic and/or printed catalogues of the Festival.

5.3. The Organizer of the Festival is obliged to hold screenings only on the designated territory and only within the prescribed period; The Organizer is obliged to create conditions for the safety of copies of works and not allow copying of works in quantities exceeding those necessary for showing at the Festival.

5.4. Responsibility for compliance with copyright and related rights when submitting an application for the Competition, when submitting a work, when creating an audiovisual work submitted for participation in the Competition is assigned to the Applicant. In case of claims by third parties, the Applicant is obliged to settle the claims independently, at his own expense and/or compensate for the damage caused to the Organizers of the Festival.

5.5. If the Applicant does not have the appropriate rights to the audiovisual work submitted for participation in the Competition, this Provision applies to the relationship between the Applicant and the Organizer in all cases, except for the Applicant's inaction.

6. Work requirements

6.1. Full-length, short animated films in any animation technique created no earlier than January 1, 2023 are accepted. Animated series, trailers and clips are not accepted for participation in the Competition.

6.2. Along with the work, you must provide
— Information about the creative team and the production studio, a brief description (synopsis) of the film;

— Demonstration shots illustrating the work;

— The text of the subtitles with a time code.

6.3. Technical requirements for the work:

— the works will be shown in Full HD format. The preferred format is DCP and H.264 (.mov.avi) with high bitrate.

7. Summing up the results, choosing the winners.

7.1. To evaluate the works submitted for participation in the Competition, the Organizer forms a jury.

7.2. The works are evaluated by the jury within the framework of the nominations.

7.3. The jury determines the winner and laureates in each nomination.

7.4. The main prizes of the Festival are:

— The best work of the international Animated feature Film Competition;

— The best work of the international debut animation competition;

— The best student work;
— The best work of the international Animated short Film Competition
— Special Jury Prize;

7.5. The Organizer, the jury and the Partners of the Competition have the right to set their own awards for the winners and participants of the Competition.

7.6. The jury is obliged to determine the winner in each category of the Competition.

7.7. The jury has the right not to comment on its decision.

8. Final provisions

8.1. All issues, including those not reflected in these Regulations, will be resolved by the organizer based on the current situation and in accordance with the current legislation of the Russian Federation.

8.2. In case of discrepancies in the English version of the Regulations, the Russian version shall prevail.
